Sheff Wed Deals with a 'Significant Problem', Declares Football Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties represent a a "significant problem" and the new football authority is seeking powers to examine team situations in similar circumstances, the newly appointed chairman the regulator has announced.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The chairman convened with four supporters' associations representing the football team in recent days.

The football club have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have the club and similar situations referred to us if they warrant scrutiny and dealt with."

Economic Challenges and Proprietorship Status

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although the ban was rescinded in August.

Regulator's Perspective

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a community organization that has been part of their lives in many cases.

"I fully appreciate Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Questioned about whether the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you examine the past of football, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the significant advances achieved might evaporate swiftly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the past two decades, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I completely endorse the success and growth as an economic entity of the elite league.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of England. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a significant confidence."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in the past.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
